New Mexico has a bitter gaming past. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the Native casino craze. Politics assured that would not be the situation.
The New Mexico governor Bruce King appointed a task force in 1990 to draft a contract with New Mexico Amerindian tribes. When the working group arrived at an accord with two big local tribes a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it seemed that Indian gambling in New Mexico was a certainty. But when the new Governor signed the accord with the Amerindian tribes, anti-gambling forces were able to tie the accord up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the accord, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full accord amongst the Government of New Mexico and its Indian bands. 10 years had been burned for gaming in New Mexico, including American Indian casino Bingo.
The nonprofit Bingo business has gotten bigger since 1999. In that year, New Mexico non-profit game providers acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Non-profit Bingo earnings have increased steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the owners.
Bingo is clearly popular in New Mexico. All types of providers look for a piece of the pie. With hope, the politicos are through batting around gaming as an important matter like they did back in the 1990’s. That’s without doubt hopeful thinking.
